Sleeves are 21 long from top of shoulder to cuff. Length from top of shoulder to waist seam is 15 but thats a bit misleading as the sleeve doesnt sit atop the shoulder as it normally does. I wouldnt call it short waisted, it should fit a regular in that area. Has off the shoulder fitted bodice, seaming detail on bodice, slim fitting sleeves, bow trim atop shoulders,
