The waistband has elastic so it's very comfortable to wear. The fabrication is lightweight black cotton with gathered ruffles that the bottom right below the fun color blocked squares in metallic shades of copper, silver, and gold. It's original label inside reads, "Carousel Original, Made in U. S. A." Depending on your height it will probably
